Nothing outside the instance is called Storm Cliffs. In both clients the only area row carrying the name is the instance map's own, which sits on no continent, so the area table ties it to no zone. The map itself is the Classic Era client's unchanged: one encounter, one 40-player row, a 7-day lockout.

The client's encounter rows carry no creature id, so each boss links to a search of Wowhead's Classic database until the beta names or loots it.
