Worth a considerable amount of gold and thus used as an interim currency among high-traffic merchant organizations. Members of the Durotar Supply and Logistics or Azeroth Commerce Authority would be willing to trade for this.

How you earn it
You turn in crates. The client says so itself, in the Legacy tree: Performance Bonus gives “a 5% chance to receive 100% increased Merchant's Favor when you turn in a crate to the Azeroth Commerce Authority or Durotar Supply and Logistics”, over three ranks.
Where the crates come from, and what each is worth, is held by the server. It is not written down here until the beta shows it.
Where it is spent
8 merchants stand together at Three Corners, Redridge Mountains, one for each profession. Between them they sell 315 things, every one priced in Merchant's Favor and nothing else — 304 of them recipes.

30 of the 45 plans are on a shelf. The Chain Helm, Chain Leggings, Chain Shirt are not — in all 5 sets, consistently. The plans exist in the client; no merchant has been seen carrying them.
A higher standing with the faction is the obvious guess, and a guess is all it is. It gets written down when the beta settles it, not before.
