About these numbers

Colours. The client stores the skill at which each craft turns yellow and grey; green sits halfway, and a craft is orange until it turns yellow. That is exactly what the skill bar colours.

Learn skill. 1 of the 3 Skinning recipes come from a trainer without a skill requirement in the client: what the trainer asks for lives on the server. The rest state the requirement the client has, on the recipe item or the skill line itself, and lock below it.

Tooltips. Hovering a recipe, a reagent or the plan that teaches it shows Wowhead's tooltip for that item or spell, read live from their Forever database. Everything else comes from the client files.
